The Provincial Government of Siquijor has declared a state of calamity due to a severe and ongoing island-wide power crisis that left the province in difficult situation for almost a month now.
The declaration, formalized by a resolution that was unanimously approved by the provincial board, grants the province access to crucial funds to address the widespread impact of the electricity shortage.
The resolution, titled “A Resolution Declaring a State of Calamity in the Province of Siquijor Due to the Power Crisis and Its Adverse Impact on the Community, Public Services, and Local Economy,” was approved following a recommendation from the Provincial Disaster Risk Reduction and Management Council (PDRRMC).
The power crisis stems from the breakdown of several power generation units operated by the Siquijor Island Power Corporation (SIPCOR), leading to a critical shortfall of approximately 2,250KW. Since May 13, 2025, residents and establishments across Siquijor have endured prolonged rotational brownouts, with some areas experiencing power for a mere 2 to 3 hours daily.
Mr. Arthur Chan, representing the Siquijor Chambers Association, vocally supported the declaration, highlighting the devastating impact on tourism and local businesses. He cited mass booking cancellations, demands for refunds, and operational challenges faced by resorts and commercial establishments, underscoring the severe economic distress in a province heavily reliant on tourism and service-oriented enterprises.
With the declaration of a state of calamity, the Provincial Government is now empowered to access its Local Disaster Risk Reduction and Management Fund (LDRRMF), specifically the Quick Response Fund (QRF). This will enable the immediate implementation of interventions aimed at mitigating the effects of the power crisis.
The resolution was principally moved by Boardmember Brylle Deeiah Tumarong-Quio and Boardmember Meynard Asok.
